The engine claim rule is a doozy and represents the ONLY way that costs might actually be contained by racing rules. Regulations that are supposed to indirectly control spending are a dream. The claim rule gives organizers a powerful tool to wield if they decide to but, since a crate motor is only ~$2600 even a slight chance of enforcement provides a strong disincentive to build a "real" engine.
