This is how I read it too. Having Air Bags isn't part of the PA inspection process, Seatbelts are, Airbags are not.
If you wreck your car and the air bags go off, you don't have to replace them. I know it's a Federal Law that manufacturers have to have two front air bags since 1996 [or some such year] but no law we have to keep them.
