as far as the radiator rusting, they are aluminum with plastic tanks....
he may have flushed it but there are a lot of nooks and crannies in the coolant passages that the rust settles into. when its flushed alot of this will remain. it can take several flushes to get things clean when they have gotten this bad.
drain it, fill with superflush and water, run it awhile (hour or so) and drain again.
repeat as necessary till clean.
and dont forget to run the heater, alot of this will sit in the heater core.
oh, and rust like that is usually a sign of having too much water at some point. the blocks are cast iron.
