Please also remember that the series is still very young, so changes to formula used for power - whether RPM limits, HP/TQ/WT, etc - are bound to change. Part of the factor is that it's not easy to tell who can get what power out of which motor within the scope of the rules. If racer's start to build (for example - SVT guys stay chilled) blueprinted SVT motors that consistently make 170, then they will have moved the benchmark for what that motor is evaluated on - and therefore other factors will be adjusted to compensate. i.e the assumption would then be that all SVT motors are capable of 170.
For example - the 2.3's proved to be the fastest in 2007, so they were reined in for 2008 by increased weight and limiting R/P to 3.82.
Also, - if someone is making far too much power, NASA has the right to claim the motor if they so choose.
