For the run of the mill focus
It needs to look like the euro version or better. Nothing similar to the current focus.

Direct injection
40MPG
4 wheel Discs an option and ABS standard
Tilt MUST be standard
Maybe a turbo diesel option?
Like Mr. Xi said, the rear sway bar needs to return as well.
Option for an awesome stereo
HID option
There definitely needs to be manuals available whether they be 5 or 6 speed. Maybe a 5 plus 6th for super highway mileage like 2000 rpm at 75mph
AERO! just some stuff to keep the CoD low

For an RS or SVT version of such a thing should arise,
Turbo Direct injected 275+ hp
30+ mpg capable
HID
Factory LSD It doesn't need to be AWD even if it would be really cool
Recaro or Sparco interior on par or better than EAP
Brembo front brakes with 12+ inch rotors
Manual with a dual clutch gearbox available option.
