I'm in CA, so... and I'm responding to your thread title with, "front and rear plates required". It's always been that way (as long as I can remember; since the '70s) but lately due to the increased placement of red light cameras everywhere, the local P.D.s began citing for missing front plates. Used to be you could run around with just the rear.

I haven't thought lately about what it takes to get a used vehicle purchase it's new plates 'cause I bought my Focus new 5 years ago.
