True.
Ford's Covered Parts Manual lists covered components by their base part number, then uses a standard description for that base number that may not be 100% accurate for every vehicle/engine. The manual does not provide an engine-by-engine breakdown, but it does include a separate column for the Focus PZEV.
The base part numbers are generally consistent for every engine even though the description may not always seem applicable to a given engine. But the manual lists no base numbers as being covered for the afore mentioned internal engine parts for any PZEV engine/vehicle.
I can't comment on the two engine replacements you referenced since I'm by no means an expert on Ford's warranty - although I can read their policy and it's very clear the base engine is not coverered. Without knowing the details behind these replacements, it would appear the dealer(s) may have possibly been "creative" with their warranty claim to take care of a customer (friend?) and stick Ford with the bill. Of course I can't say for a fact that's definitely what happened - but we all know these games (thefts) do take place.

but that seems weird. My friend had a 2000 Ranger with a 3.0 v6, and he says he had a 4 gal reserve, but with a 19.5 gallon tank.
