Default inner fender lining

when i picked up the car they were brand new in the hatch. going down the freeway ive been told my front bumper flaps around like a fish out of water. by installing the inner fender lining will this stabalize the front end? (bumper). or are there other parts in there as well. i can honestly feel the drag on windier days

Yes, the end corners of your bumpers don't have any bracing. When you install the liners, the bumper will have support and not wobble around.
