For clarification, did some of the early cars only have half a dash? I could swear I saw a SF car with only the upper half.

I'm still confused. I have my dash out to pull the heater core and whatnot. Can I hack up my dash to shave a couple lbs or not?
What about the thick heavy bar that runs behind the dash the steering column and passenger side airbag is bolted to?

You do have to run the full dash. The rules first stated "Dash" then they were revised showing only the top half. They were again revised showing the entire dash, which I believe, was the intent from the start.
I don't know about the thick bar. We left it in our car because it does add strength.

Rule 23.2 in the 2009 Spec Focus Rules states:
Gauges be added, replaced, or removed. They may be installed in the original instrument(s) location using a mounting plate(s) or any other location using a secure method of attachment. Other than modifications made to mount instruments and provide for roll cage installation, the instrument panel/dash substrate / plastic main structure must remain complete. So no, you can't up the dash... and I strongly recommend you keep the thick bar behind the dash, That is a safety item.

I shaved off all the parts hangin off the thick bar (the radio support and the mounting for the airbag) but other than that, I applied a couple coats of flat black and threw it back in.
Doesn't the steering column mount to it too?
