Focus airbag problem 2003 - Focaljet

Hey guys can anybody tell me where the forward crash sensors are located for the SRS system??? My bet would be inside the bumper behind the energy absorber, but I want to make sure I'm right. We had an accident and I know the 03 is notorious for not deploying the airbags but I also can't find a single forward crash sensor so I'm wondering if someone rigged the system to look operational before they re-sold the car.

Frontal collision destroyed the front of the car but no airbags... Trying to determine whether to go after Ford or the re-seller which is an actual dealership. Its illegal to re-sell a car around here without a functional SRS system if the car is equipped with one.
