Default Odd brake light problem

I have a 2001 Ford Focus SE Manual Transmission. The brake lights don't work yet the fuse, brake switch, flashers and running lights funtion properly. What could be the cause of the brake lights not functioning?

Just to mention, I do have power to the brake switch, the switch is good.

Any ideas?

might be within the cluster, maybe its not connected. if you take apart the cluster to look be very careful!!!!!!!!!

I had this same problem the shop i took it to said it was a short in my 3rd brake light and supposedly they fixed it but every now and again it still does it but it's only during winter so i'm thinking when it snows and the water thaws then refreezes it causes a short do to a wire that is rubbed of its insulation.
