I believe I was one of the first on FJ with the time attack stripe on a set of wheels. I did it to my powdercoated EAPs

I just used a thin stripe of vinyl and taped off the edge.

They have stripes and kits you can buy right off the shelf at any motorcycle parts store (with the exception of Harley, maybe). Comes with an applicator that fits right inside the lip of the wheel, and vinyl. Most of the time the vinyl is reflective, so you may need to deal with that. But you could always use the same applicator or a mock up one and just use actual pin stripe vinyl which you can pick up at any automotive supply store.

Doing a pinstripe on the EAP wheels was extremely easy for me, I picked up a set of 1/8" Pinstripping from AutoZone for like $1.49 and just took them off, cleaned them, applied the strip around the edge, and reisntalled the wheels, took about an hour for all four wheels....
