Default Wiring problems

So I dont own this car yet but if i can find out whats wrong with it I might buy it off the guy who cant afford to get it fixed. The mechanic that was working on this car told me this.

Its a 2002 focus SE

The engine wont turn over and when you turn off the key and remove it the dash lights remain on untill you disconnect the power hold relay.

Not much time has been put into this car yet since the owner has no money to keep the mechanic on it. but heres whats been done so far.

Ignition switch, all fuses and relays out of both fuse panels all the engine sensors that draw constant power from the power hold relay have been disconnected and the PCM has been disconnected. The car does not put out a code.

I was wondering if you guys have any insight on this because if its something simple I might be able to pick this car up cheap since my current focus has limited tuning options.

no clue on whats wrong with the car, but your last statement concerns me...how would an 02 SE which likely has the same motor as the focus you own have more tuning options?

i would guess it could be some wire problem by the ignition switch, i would get it if you can get it cheap becouse i dont think it could be anything serious
